Ruling: You cannot activate this card if the only "Pressure" monsters you control are Level 3 or lower (as the minimum Level is 1)

Reduce the Level of a "Pressure" monster by any amount, and Special Summon a "Pressure" monster from either player's Graveyard. If you activate this card, you cannot Normal Summon or Set this turn.
