You can use this before Relinquished, or in response to the activation of Relinquished's effect, and it will negate it. You can't use this in response to Man-Eater Bug being flipped by an attack due to the restrictions of the Damage Step (which are complicated), but you can use it when it's Flip Summoned. For the rest of the Duel? My thoughts would despend on how long it lasted. Based on its wording, it's an indefinite negation of every monster that's currently face-up. Pretty much, the only way to get back a monster's effect is to leave the field, destroyed or sent to the hand for one, or be flipped face-down and back again, like Tsukoyomi or Book of Moon. Personally, I feel like given it's immense power, it would have to be limited at 1, but still, that's not necessarily bad. Really like the card, not much to critique!
