Very simple. Negates only face-up Monsters and only when Spell of Silence is activated. No stat manipulation, no immunity to anything, just quick blanket negation

(I'm wondering, with the way cards chain if this could be used to stop Man-Eater Bug or Relinquished).

 

You can use this before Relinquished, or in response to the activation of Relinquished's effect, and it will negate it.

 

You can't use this in response to Man-Eater Bug being flipped by an attack due to the restrictions of the Damage Step (which are complicated), but you can use it when it's Flip Summoned.

It's just like Skill Drain but you never mentioned if it ends. Is it at the end of the turn? Your Next Standby Phase? For the rest of the Duel? My thoughts would despend on how long it lasted.

Based on its wording, it's an indefinite negation of every monster that's currently face-up. Anything else that is Summoned afterwards is exempt.

 

That said, a mild lore tweak is due...

Pretty much, the only way to get back a monster's effect is to leave the field, destroyed or sent to the hand for one, or be flipped face-down and back again, like Tsukoyomi or Book of Moon.

 

Sometimes it feels like I'll never get the lore, even if it's a sentence long.

Simple, but really effective. Actually, an insta-staple if this ever were to become a real card. Personally, I feel like given it's immense power, it would have to be limited at 1, but still, that's not necessarily bad. Really like the card, not much to critique!
