The Level of a monster which is Summoned using "Cost Down" is still decreased by 2 after Summoning. The 2 Level reduction lasts until the End Phase. Losing the 2 monsters happens with all synchros, so that isn't a big deal. O wait, you only lose one since you get 1 monster out of it. Still the card fails because Turbo Rocket is bad. That would be strange, wouldn't it?As for the card, cool to see you don't have to tribute it to activate its effect. Looks like it will be more than "one-shot" if protected.[/quote']My theory is that you can Synchro a Level -4 Dark Synchro with a Level 5 Tuner to summon a Level 1 Synchro, that would be cool...
