Synchro Summon again depends on what it is. Obviously you can't use it on Thoughtruler or Stardust.

 

You actually think that you can't use Solemn on Starry or Thoughty?

Solemn Judgment negates the Summon. Starry's/Thoughty's speed isn't fast enough to be able to negate Solemn Judgment.
