When this card is summoned by only tributing 1 monster, it gains 400 ATK. If this is the only monster you control, this monster can attack twice during the Battle Phase. When this monster is destroyed and sent to the Graveyard[insert comma] you can Special Summon 1 "Talented Harper" from your Graveyard in face-up Attack Position.

 

As for the first red part. There are 2 options depending on what you have in mind:

1) If this card is Tribute Summoned, (regular Monarch-like effect)

2) If you Tribute Summon this card by Tributing 1 monster, (which includes by the effect of cards that count as 2 Tributes OR by reducing this card's Level.)

 

but I'm not really sure about that part as you can see..:)

The new card looks overpowered in some way, but i don't really know what to remove.

This card is overpowered. If you tribute summon it with ONE monster instead of TWO, it GAINS ATK. That isn't supposed to work... it's supposed to lose ATK, like "Beast King Barbaros". Get rid of the second effect (about attacking twice) and make the ATK decrease something more like 700

The picture is wikid! But allowing it to Attack twice as of the effect, might OP this card a bit.... Not to sure though, cards are brilliant though! 8/10

Well, as I see the card, it doesn't look like it says that it can Tribute Summon with only 1 Tribute by itself. Did you mean an effect like Beast King Barbaros?

I imagined you had some Kaiser Sea Horse-like monster to activate this card's effect or something :/

yeah i would use my talented harper which has a similar effect to kaiser seahorse, but it's for dark monster

Then, for now you need to use the actual Kaiser Sea Horse while you make 1 with the ability to activate this card's effect OR modify an already existing one.

So, Talented Harper is more like Doble Coston...hmmm...:)

Oh ok now I see where the big misunderstanding was I acidentally had dancing harpist as a light monster instead of a dark....... Fixed though so now do you understand my concept?
