This card cannot be Normal Summoned or Set.This card cannot be Special Summoned except by the Fusion Summon. Once Per turn when you summon one 'Elemental Angel', you can equip the summoned monster to this card to gain half of the ATK of the equipped Monster. At the end phase that this monster did not attack, inflict damage equal to half of this controller's Life Points. While this card remains face-up on the field, the effects of all face-up Spell Cards are negated. Once per turn, apply the following effects:

--When your Life Points are 3000 or more: This card can attacks your opponent's monster twice a turn.

--When your Life points are 2999 or less: Increase your 1000 Live Points and Decrease the ATK of this monster by half.

Also, I think the Spell-negation makes it overpowered and your wording is unclear, so that's why I rewrote your effect with correct OCG.

 

Otherwise, this is a okay card.
