Can A Tuner Be A Normal-Type Monster?

My friends say tuners aren't normal-types, i think they are wrong. A non-effect Tuner has the same Vanilla color as a normal-type and no effect. So to put an end to this question, are Non-Effect Tuners considered Normal-Types as well. I ask this question because I'm not 100% sure about it.

There is only 1 normal Tuner monster and that is Tune Warrior.

there are still Tuner monsters, just without an effect so they would be treated as a Normal monster

Synchroes/Tuners are two different Monster Types.

 

And yes, Tuners can be Normal Monsters, however I doubt that they can be Ritual/Fusion Monsters too,

Yes, Normal Monsters can be Tuners seeing as how being a Tuner isn't an effect.

And i found out the answer. non-effect tuners are considered normal-types. No!! Synchros are white cards!! if a card is the same color they are in the same category. So no Synchros are their own category.

Water Spirit is a Normal Tuner, so that amkes at least two.
