Kuraz doesn't belong on that list at all. He's not a monarch, apart from stats and name. Giving him the option to activate upon SS gives him an entirely different purpose. If you don't think Thest is good, then you clearly care not for any sort of controlling cards your opponent can use. it makes monarchs more versatile. and yes, Kuraz is different than most monarchs, optional, can use when SS doesn't break even on advantage if you tribute summon him.
