the lv is too high for this, it only has 2000 atk and no way to boost its atk at all

 

not to mention it only lasts for 1 turn on the field

 

if you're going to keep it at lv9, it needs to have at least 3000 atk

 

also I wouldn't destroy it during the end phase and have it stay there, let it get special summoned from the graveyard 2 or 3 turns later

You're right about the attack, but I made it with 8 stars so that you would get more out of it's effect, but I'm not too sure.

Those are pretty balanced cards. You Summon the Tuner, discard 1 card from our opponent, if its a monster, you'll have a little help for the Synchro Summon. Then the Synchro destroys 2 or 3 cards on the field, attacks, and goes to the grave pretty much Special Summoning back the tuner (although not nessesarily).

You were careful to make the Tuner's effect not be triggered during the end phase when the Synchro's effect Special Summons it.

The stats are decent and you gain card advantage.

Ironicly, Heaven Master's effect doesn't match his name. Considering that he's kind of a Zombie Creator. With Special Summoning material you used and sending it to the graveyard lol. Dark Herald is Vegeta? I couldn't even notice. If anything, it looks like some Cyborg kind of Vegeta. Then again, I have bad eyesight. OCG fix is already up and the cards are decently balanced.
