Good support, but it might be OP'd. I'd say "DIVINE monsters can be Summoned with 1 less Tribute." It'd probably get this Semi-Limited, since that means 3 = free summon.

The Summoning Condition for to Summon a DIVINE monster is pretty low. I mean, 1 Tribute, is like, yeah.

Nice idea though.

I'm actually quite intrigued that you chose a Level 4 Divine monster. Since Obelisk and Ra would still require 2 Tributes even with this out, it's fairly balanced.

for the most part it's balanced out, though for the summoning of the divine monster via its effect probably shouldn't stay on the field for more than 1 turn

see this is the type of divine beast card that needs to be made. Its balanced, it works well with other Divine Beast, and it just looks good. I think that if more Divine-Beast or even just Divine cards were balanced like this, then they wouldnt be so frowned on
