That's the ruling there. For ? monsters, they keep their current ATK, like "the Calculator" which ATK then becomes 600. It then gets it's ATK boost making it 1200 ATK. But if another monster (lets say a Level 1) comes out, it then becomes 1500 because this card wasn't activated then. It practically doubles Fortune Ladies ATK. The way TC wants it to be is meh x.x Besides, even if it was the way we thought, wouldn't Reverse Trap work just as well (or better since increases would be lowered) for the idea we had in mind anyway? Maybe though I could see myself missing something that bypasses that where setting the attack to their printed value would be better. Definitely no surprised in regards to ATK/DEF then. Except Reverse Trap can't be chained to Honest and it only can be used 3x at most(But who would run Reverse Trap at 3 anyway?). If they made a Continuous Spell version of the card we're talking about, It would affect all stat increases/decreases that occur during the Damage Step.
