no, it said same atk OR the same level, which means your opponent has to change BOTH of them to counter it

 

for some reason this reminded me a little of Kaiser Glider's effect to an extent

 

but nuking all your opponent's monsters is OPed, it needs a drawback

Isn't the fact that your opponent has to control a monster with the same level AND ATK enough of a drawback already? And FYI, the card is perfectly balanced. You just say "this card is overpowered, it needs a drawback" to pretty much to ALL the cards that are on RC, that include some sort of field destruction (and I know, some cards in RC are in fact, overpowered, but from what I've seen, you say this stuff even to the cards that are either perfectly fine or even underpowered).
