If you do, that Effect Monster's controller draws 1 card. *This card is excellent for crippling popular decks like' date=' Monarch Control Deck, [b']Arcana Force[/b] decks, etc. Discuss! But it becomes: "When your opponent Normal or Special Summons a monster with 1400 or less ATK, destroy it. When you Normal or Special Summon a monster with 1400 or less ATK, draw 1 card."
