Oh yes, if the opponent activates Royal Decree you can chain Snipe Hunter during the Battle Phase, and the opponent can negate it with Stardust.

You cant chain Dewloren to card effects. It doesnt work that way.

Oh yes' date=' if the opponent activates Royal Decree you can chain Snipe Hunter during the Battle Phase, and the opponent can negate it with [b']Magic Jammer[/b].

*sigh* Monster Effects are Spell Speed 1, that means you can only activate them during your Main Phase and only as the first link of a chain. The only exceptions to this are cards that specifically state otherwise or must be Spell Speed 2 by their function.
