It not only has Mezuki, it can make for a quick Plaguespreader too, or an occasional Ryu Kokky/Zombie Master if Book of Life is at hand... I would say decent rather than bad. As for the card that's actually being discussed, I thought "good" at first but the comments I've read have changed my mind.
