It doesn't even SS itself, and has only 2400 ATK - it's really terrible.
Maybe make it a Zombie Goyo with no arresting restrictions for major profit upon Zombies.

since when was 1 tribute 2400 ATK bad?
I don't hate Zombie World decks, they seem at least plausible.

Late Edit: Pyramid Turtle can summon it.

Well constructed Zombie World decks can easily be abused to become Synchro Summoning machine decks that always rape the opponent's grave. I myself play 1 of them, and I can tell you it's a deck between Tier 2 and 3. So, Zombie World Decks aren't as terrible as many say, they just need a bit of skill, and a lot of practice for improving the deck. However, people tend to either completely center the deck around the Field, so that if it is destroyed their cards are near to useless, or dismiss the field card and try to play without it. And the deck does not play well in any of those cases, at least in my experience.

The only problem of Zombie World decks is that Konami seems afraid to give us more support cards while making good support cards for everyone else. There are only a few zombies that are worth, around a dozen (and I am being so, so generous...). That's sad considering zombies are a type, not an archetype as Konami thinks. That forces Zombie World decks to be hybrids by nature, mixing the zombie cards with generic cards that fit well in the deck (sometimes a difficult task to achieve, given some splashable cards may work against the deck -eg. Caius-).

Because they are powerful, but need too much deck dedication regarding the field spell issue, people more than often prefer to play the trend-deck(s) of the format, which is the reason I hate "pros". They are the yugioh-version of fashion-victims.

To be quite honest, unless you are facing a Zombie Deck, this card is just a vanilla without Zombie World, much like Mech (once on the field) or Ryu Kokki.

However, with Zombie World, it becomes a better Goyo with less ATK. Ryu Kokki has no positive effect unless playing against Spellcasters or Warriors, and Zombie World makes it even less useful. How's this card less good than Kokki?

Also, people tend to forget that whilst this card is a 1-tribute for zombies, zombies NEVER tribute unless they have no more options. Pyramid Turtle, discarding to the graveyard for later revival (3 Books of Life, 1 Mezuki) and even Call of the Mummy, can summon this with ease without bothering you much or taking your Normal Summon or Set per turn.

Why would anyone use Red-Eyes Zombie Dragon without Zombie World anyway? Also, Mech can at least be summoned without Tribute and has its uses with Skill Drain.

That's how you should be playing REZD. Also, Ryu Kokki's level is better for Synchro Summons and all that since 6 is a better Level for Synchro Summons than 7 but yes, beyond that, it is a vanilla that doesn't benefit from the vanilla support most of the time.

Quite true although sometimes you have to Tribute Summon it.

ok, I see what you mean now. Caius and the other Monarchs made a lot of other tribute monsters look bad.

REZD might be alright in a Zombie deck that runs 2 or 3 Creature Swap. Pyramid Turtle and Goblin Zombie + Creature Swap is always nice to accomplish, and then getting them back to re-use would be a great play. But again, Caius is easier to play.
