Allure of Darkness itself is arguably banworthy and has been since its release because of the fact it works in a lot of Decks and speeds up the game as a result and the difference is very noticable indeed with it at 3.

I think the game would be fine without any draw cards. It would slow the Decks that rely on them down but I doubt it will be too detrimental to the game. Keep in mind that drawing a card without any sort of real drawback or limitation is not balanced. Graceful Charity's supposed drawback is a joke so it is considered banworthy and Pot of Greed has no real limitation or drawback so you can just play it and get 2 cards so it is banworthy. Destiny Draw requires you to use at least 6 Destiny Heroes to be able to use it so it is perfectly acceptable. Allure of Darkness is more of a grey area since it requires you to use at least 6 of a specific type of card (in this case DARK attribute Monsters) for you to be able to use it but keep in mind that this limitation isn't one that is bound to a specific archetype which is why it is questionable and some ban list theorists consider it banworthy.

More draw. Why not? Painful Choice for a format would definately be interesting. LS will be a lot better since they can now drop Judgment Dragon extremely easily, Jinzo Decks will have another means of dumping other than Future Fusion, Hopeless Dragon will be the same deal, Zombies can drop and use Mezuki more efficiently, Frog Monarchs will be compensated somewhat from losing Substitoad, Infernities can dump the stuff they need in the Graveyard more reliably so they can win quicker, the list could go on. I bet that any Deck that can take advantage of it will use it without hesitation.

Well Painful Choice for a Format with the current meta would really define decks.

It not only provides ridicolous Graveyard set-up but often makes the prospects of OTK's run more smoothly.

With the added speed of Draw Cards and the ability to Synchro ridicoulously easy, a Tele-DaD like meta would
be more apparent (Destiny Hero-Malicious + Plague = Instant Level 8 with Painful)
However, in order for Painful Choice to ever be at 1, many cards would need to be either limited or banned or the card
itself would be far to abusable to be deemed fair from either player's Point of View.

Also Professor Oak is briliant. Discard hand sending any dead draws to where they belong, draw a fresh 7 cards and win the game.
It would be scary to think if Yu-Gi-Oh had draw power of that magnitude.
