Effect:
"Cyber Dragon" + 1 or more Machine-Type monsters.
This monster cannot be used as a Fusion Material Monster. You can only Special Summon this card from your Extra Deck by sending the above cards from either side of the field to the Graveyard. (You do not use "Polymerization".) The original ATK of this card is equal to 1000 x the number of Fusion Material Monsters used to Special Summon it.
I like the Other side of the field part.

This card is awesome and possibly the ONLY true staple. However, it's a cheap type-killer, punishing someone for playing Machines and/or Cyber Dragon. Although using DNA Surgery (Machine) and a Cyber, Proto, or Zwei lets you wipe the field and get a beatstick. This card probably should never have been made.

I haven't seen anyone use it. Not even at a regionals. It's not as good as they say.

So... Not used = not good? Terrible supporting argument, especially when only based on personal experiences.

I saw it used at least 10 times at YCS Toronto. That doesn't say anything either, but it does tell you that it IS used.

See, here's how it works. Fortress only sees play - that is, enters play - when one or both players are utilizing Cyber Dragon. But it's doubtful that you're going to summon Fortress using your own monsters only - it's not that great. Instead, it enters when your opponent has slapped down a Cyber Dragon and a second monster or something, and you reply by feeding them a 2000 ATK +~3.

Now, if this was put in the Main Deck instead of the Extra Deck, it wouldn't see play. But because of where it goes, you don't need to worry about messy details like not drawing it, drawing it at the wrong time, or not facing a Machine deck.
