Because the ability to throw the cards back into the deck, to slow the deck down with the addition of 2 cards is apparently "cool"

Not to mention the ability to -2 in overall advantage. How much better would Compulsory be if it's effect read to send a card back to the deck?

The difference of "to hand" and "to deck" is massive. If it's to the hand, it's not horrible, but it's not good, since they can still use the cards returned. If it's to the deck, they lose those cards and may not have a definite way of getting them back or utilizing the cards for other purposes.

So, the card is BETTER if it goes to the deck, but it's still not necessarily GOOD.

I might run it in Gadgets if it's to Deck.
