Third: Seems like there's too many powerful effects going on at once. I'd leave only the essentials. Finally: Overall, it looks like a cool card. Just needs the changes I mentioned above. Good work. You restrict your opponent from special summoning, the drawback to that would be only if you count destroying a monster as a drawback, and when this card is destroyed you can Special Summon another card, and safe to say there are some pretty strong Ice Barriers at Level 4. Anyway, got rid of the Special Summon sealing effect and changed the Trap Card block for the damage step.
