The answer is, both players are bad.

 

Reasons:

 

1. You, because you LET your opponet take his/Her time, and ALLOWED them to get this field.

 

2. Opponet, because he/she made a deck so retarded, it must probably take them about 6-10 turns just to fully lock you down. Which could have been used with less resources, and better cards.
