I have recently resolved to test out the use of this card in my decks from now on to see just how useful it is. I mean, if your opponent has no monsters on the field, this card is deadly to them. Fun card. Fun, fun card. [/quote] It's so that it's not chainable, and you have to decide right away if you want your opponent to be able to Summon or not. You can't just wait until the End Phase and watch how the turn goes... which I'm guessing is mostly to stop people from killing their opponent's field by battle and then using this. Both cards are unfortunately not very good, as they don't get rid of the issue, but just stall. If you opponent already has a monster on the field, then you just minused yourself for nothing. I say that Non Aggression Area is better. yes its slow, yes its a -2 in terms of card advantage, but its easier to fit into decks and has an overall better effect. Heat Wave may have more potential though, as in the right deck (stall/burn/ vanillas) it could do wonders. But on average, I'm choosing Non Aggression Area to put in my decks.
