Placido is right. Multiple effect monsters like Stargod are spell speed 2. Solemn is a spell speed 3. Stardust is too slow.

That's about to change soon. Fabled Unicore I'm hearing is a monster effect that is considered SS3

Some would argue that Trap Stun is better.
