I have Winged Kurbioh LV10 and i dont know how to summon it i dont have Winged Kuriboh Is it possible to summon it I knw lv up works for other Lv monsters but i dont have winged kurboh???

no, you need the specific spell card, because level up needs lv monsters to use it.

conclusion - summoning winged kuriboh lv10 is a -3 (i think)

Edit: After properly Special Summoning Winged Kuriboh, Level Modulation will work.
