But it is true. Even women grow "beards", but 1 they don't et any pigmentation in it, so you can't see it unless you look closely, and it doesn't grow so long that you have to shave anyway, unless in some rare cases when somethings wrong with the woman's DNA. That's when you get bearded women.

It does mostly depend on the girl, but there's also the problem of it looking neat and tidy. It's not just about "growing" facial hair, but also maintaining it, and most boys who just start puberty can't maintain a good mustache or beard. It looks like pubic hair growing out of your chin or like you just finished drinking chocolate milk. It's a really unflattering look IMO.
