Where would one run this except in a deck that can make full use out of it by making constant Tribute fodder for the (likely) single turn it's out and active. Would one turn's worth of 400 damage really justify its place in the deck, when cards like Hinotama do better burn (in that respect) for less cost? The only usage Mass Driver gets in any deck is for O/FTKs, making it bannable. EDIT: Semi-limiting only works if the card is a problem at 3 ONLY. Driver is a problem at 3, 2, or 1. Anyways, I skimmed over too much to find a respectable source, if one was posted. I dislike this banlist because it seemed to hit the cards I newly added and decided to try out barely last week.
