Solemn is obviously better, since you can always pay the cost, but this card is great. I usually prefer Dark Bribe, at least for Spell negation, but the draw can screw it up, and LP is a good cost as opposed to draws/discards. And then as soon as Heavy Storm was banned it became a viable card to use in a deck. It's an good card, but I personally don't like to use it.
