Anime effect:
You can negate the Summon of a monster, and destroy it. This effect can be used up to the number of Synchro Material Monsters used to Synchro Summon this card. When a monster activates an effect that would remove a card from the field, you can negate that effect and have that monster lose 800 ATK. When a Spell/Trap Card you control targets this card, you can halve this card's original ATK and DEF. When this card is destroyed, you can draw 1 card. When this card is removed from the field, you can Special Summon 1 "T.G. Blade Blaster" monster from your Extra Deck or Graveyard.

Why? :/ Is there an upside to this?

One of the reasons Quasar is better is essentially, if you summon Quasar, you win, since it'll be a 4000 double attacker that can negate anything once a turn. Halberd in contrast is much easier to defeat, and its effect isn't as worth the effort to bring out. If Quasar is miraculously defeated, it'll bring out Shooting Star Dragon from the Extra Deck. This revives a Tech Genus. So maybe you'll get Hyper Librarian back...not nearly as good.

Well, of course Quasar's not in the TCG yet. I'm just delighting in the comparison between two level 12 Synchros with identical ATK/DEF and Summoning Conditions.

Also, since I play a deck designed to Summon Quasar (because it's pretty much an lulzy auto-win), I consider this card an inferior replacement.
