If the card would have been released nowadays, the lore would contain something along the lines of: [b]"This card cannot be Special Summoned, except by Fusion Summon with the above cards."[/b] That alone would probably make it balanced enough to go to at least 1. Just like we have overpowered effect of Rainbow Neos at 3 because of its incredibly and stupidly suckish Summoning Conditions.
