Toffee.
How would you even know that? Where would a ruling like that Come From?
Actually, its the order in which things happen, which I forgot to mention. If you have a monster, then use something like Alchemy Cycle on it, it's ATK becomes 0. If you then increase it's ATK with something like Axe of Despair, then it's ATK becomes 1000. So yea, its about the order in which things happen. So yea, its about the order in which things happen.
Alchemy Cycle is not a good example, as it only reduces Original ATK to 0. Continuous Effects would be reapplied. You're looking for cards that affect Overall ATK. For Example, while Black Garden is on the field, I Special Summon "Tragoedia" while there are 3 cards remaining in my Hand. Tragoedia gets 1800 ATK/DEF from its effect, and Black Garden then activates, cutting its Overall ATK in half. Now Tragoedia has 900 ATK/DEF. Because Tragoedia's effect's ATK gain was halved by Black Garden, it cannot properly affect Tragoedia anymore (since Tragoedia's effect alters attack by 600 per card, not by 300). As long as Tragoedia remains face-up on the field, its ATK will not change due to its own effect, no matter whether cards are added or removed from your hand. Another Example, I Summon Blue-Eyes White Dragon and it is getting 800 ATK by Solidarity in the same situation. Blue-Eyes White Dragon's 3800 ATK is cut in half to 1900 ATK thanks to Black Garden's effect. Since Solidarity's affect on Blue-Eyes White Dragon is also cut in half, it cannot properly affect the monster anymore. Even if THAT Solidarity is later removed from the field, Blue-Eyes White Dragon's ATK will stay at 1900. If a NEW Solidarity is played to the field, it will affect Blue-Eyes White Dragon like normal, so its ATK would become 2700.

.Rai
It's ATK shall become 0 since it doesn't state original ATK. So its ATK becomes 0, yes, even if Bladefly is out. Naturia Butterfly is the only good Insect Tuner.

So its ATK becomes 0, yes, even if Bladefly is out.
K, I will draw this out again, so that everyone understands what I said when I originally said it. I activate "Queen Butterfly Danaus'" effect by reducing her overall ATK to 0. ...no one wants to chain? Alright. Resolving her effect, I Special Summon 3 Level 4 or lower Insect-type Monsters. I'll choose Bee List Soldier, Level Eater, and BLADEFLY. My monsters are Special Summoned!! The Bladefly's effects activates over the 0 ATK of my Queen Butterfly Danaus (IN THE HYPOTHETICAL CASE HER ATTRIBUTE IS WIND SINCE THE MANGA HAS NO ATTRIBUTE), making Queen Butterfly Danaus' ATK go from 0 ATK to 500 ATK. I activate Bee List Soldier, Tributing itself and Level Eater to draw 2 cards! Now the only monsters I have left on my field is a 500 ATK Queen Butterfly and a Bladefly. With three empty Monster Card zones, I activate Queen Butterfly Danaus again, reducing her ATK to 0 to Special Summon 3 more Level 4 or Lower Insects!!... and etc etc etc. There, hopefully that's clear now. Bladefly was not out first Dx
