Thanks. Yeah some are questionable if you should go to all the trouble, but maybe if i can make some good support spell/trap cards...

XP another form of level blast except it [i]increases[/i] the level of a monster? That might not seem like a bad idea. Or a Continuous Spell Card that allows you to increase the level of a monster during your Standby Phase or something? Somehow these cards will seem more Synchro Abusable though...

Maybe I could put in the cards that the monsters couldn't be used as Synchro Material monsters.

The levels are total. Like the most recent one is a level 6. So to summon it you would need a Level 9 Wind or Water and 1 level 3 Wind or Water monster. Or a Level 8 and a level 2 or a level 7 and a level 1 or a level 10 and a level 4 or a level 11 and a level 5 or a level 12 and a level 6. Does that answer your question?

Hmm....a bit OPed and can be massively abused with Synchroing. Maybe make it:
"Once per turn, you can select 2 face-up monsters on the field. Decrease the level of 1 of the selected monsters by 1 and increase the level of the other selected monster by 1."

Gradual effect. Might even be a little better.
