Iaashadow
hmmmm, seems op'd to me. I like the idea though
ragnarok1945
I wouldn't allow summoning in ANY way to get the counter I would have said normal summon only, so you can't get a high leveled monster THAT quickly to the field 7/
Sleepy
"Well" counters is wrong. It is Well Counters Also, card is not overpowered at all. If anything its slow and specific. You are using a Spell that needs to be on the field during multiple Summons face-up to be effective and if destroyed, will have been a waste (not that your opponent will want to destroy it anyways). Once conditions are fulfilled, you must get rid of this card, loosing card advantage just to get a monster from your hand. To top it, the monster you are Summoning must be EXACTLY the Level equal to the Counters. If you go over the count it will be useless. Your opponent can easily troll this card by a Tiger King Wanghu + Treeborn Frog combo of infinite Summons. This card would be forced to place that many Counters. Last inconvenience is, its not really something needed. Normal Monsters would rather use Ancient Rules all the time. Arch-Types like Blackwings and such will usually have monsters that auto Special Summon themselves from the hand without extra efforts or Special Summon other monsters from the Deck or Graveyard for extra advantage. My final verdict, Underpowered, but it was a nice try. My suggestion is that you made it "equal or lower" to make it less specific. Also, make it gain Counters faster. To begin with, you DO realize that if something activates "each time a monster is Summoned", it will apply only once even if multiple monsters are Summoned together right? Probably make it something along the lines of: This card gains 1 Well Counter for each monster Summoned. You can send Well Counters on this card to the Graveyard equal to the Level of 1 monster in your hand, and Special Summon that monster. that way you don't even loose the card, not to say that Scapegoats can get you a Blue Eyes now, and the Blue Eyes itself will give you 1 more counter. SirtyStan
This is a pretty cool original card. It isn't THAT OP'ed, because you need to get a monster from your HAND. But I honestly don't think we need ANOTHER staple card... I like it. 9.1/10.

DARKPLANT RISING
What makes this card unabusable is the cost. I mean, this is a good thing. I can truly say that since most people nowadays have forgot to stop abuse (in this case LV 1 spamming), this can be the outcome of someone who actually knows how the game works. Even so, it's underpowered. Then again, dropping even a single part will make it abusable. I'd change the effect to something completely different, given its pic is too good to waste.
