They are not. Same with drawing for Tuningware. There was no summon, technically.

Doppelwarrior and Black Rose have the same optional timing (Black Rose was Synchro Summoned- using Doppel as Material). They will chain together and you can choose which is Chain Link 1 or 2. Dandylion being mandatory meant it was automatically Chain Link 1.

In order of priority (lowest link to highest), simultaneously activating effects go on the chain like so:

-Turn Player mandatory
-Opponent mandatory
-Turn Player optional
-Opponent optional
and then
-Player Responses to last link
