What, a card isnt allowed to set up for a mid-game Dustshoot while also giving you a few thousand Lifepoints?

It was used against Zane/Ryo in GX Episode 65. Mad Dog's Slime deck combined with Last Machine Acid Virus utilized this.

Mystical Refpanel can be Chained to cards that do the following:[1]
1. Increase 1 player’s Life Points.[1]
2. Inflict Direct Damage to 1 player’s Life Points.[1]
3. [b]Allow 1 player to draw a card(s) from the top of their Deck to their hand.[/b][1]
4. Cause 1 player to discard from their hand.[1]
5. Modify the actions 1 player can take, such as Mesmeric Control.[1]


As this card target's only your opponent at activation it does works with Mystical Refpanel...

You cannot Chain Mystical Refpanel to cards like Card Destruction or Upstart Goblin that target multiple players. You cannot use it against Equip, Continuous, or Field Spells.

Except that Contingency Fee doesn't affect only one player, it affects both players. One player is affected by Drawing, the other is affected by Healing.

That's not how targeting works, least of all player targeting. If it was new targeting, it'd start a new chain.

It's the same thing as Upstart Goblin, just in reverse. One player will draw cards, the other will gain LP. That's determined at activation. It's affecting two players, and Refpanel insists that only one player must be affected in order to activate Refpanel.

Refpanel is ruled not to work with Upstart Goblin because it affects 2 players. This card won't work either.
