Card Ruling: Honest vs. Scrap-Iron Scarecrow

Here's the situation:

I have "Light End Dragon" on my field, which is being boosted also with the "Luminous Spark" Field Spell, for a total of 3100 ATK. My opponent has "Elemental HERO The Shining" on his field. With "Luminous Spark's" boost and two Banished "Elemental HERO" Monsters, "The Shining" would have 3600 ATK (or some other number, couldn't remember exactly what it was). I enter my Battle Phase and activate the effect of "Honest", to which he responds with "Scrap-Iron Scarecrow".

Obviously the attack is negated by the effect of "Scrap-Iron Scarecrow", but does the effect of Honest resolve, since both happen during the Damage Step? Answers would be appreciated.

Scrap-Iron Scarecrow doesn't even activate in the Damage Step.

BASICALLY what's happening is that you're attacking his Shining with your Light-End Dragon. You haven't entered Damage Calculation at this time so you're not even allowed to activate Honest's effect in the first place. Your opponent chains Scrap Iron Scarecrow to the attack, and you never reach the point where you can activate Honest's effect, so basically it's an illegal activation.
