The bold points are the points that I want to cover. First off, I like the idea of this card, but if for the first effect, you used both D-HERO Dreadmaster and D-HERO Dogma? Dogma was 3400 ATK right off the bat, and Dreadmaster's ATK varies according to the total ATK of all other D-HERO monsters on the field. If both Dogma and Dreadmaster were out on the field (which is hard to get, but I am just using it as an example), that totals out to 6800 ATK when this card is Fusion Summoned. Half is 3400 ATK, so Underworld Agent gets all of his effects, since he only has 2400 ATK to start off with. To me, that seems a bit harsh to do that to your opponent. Of course, that is a worst case scenario, but if this card were real, it would be the undeniable truth that people will abuse this card's effect with that same strategy. Second, if you wanted to keep the effect of destroying the field according to Hand Size, then why would you go an add an effect that [b]increases[/b] attack? Sure D-HEROs can't swarm THAT fast and they don't have that great of ATK/DEF, but once Underworld Agent goes back above 1000, he's vulnerable to attack again. And about the destruction effect (I don't want you to change your card or anything, but this is what I would do), I would get rid of the once-per-duel limitation, and replace it with another cost, like reducing the ATK of all face-up monsters you control to 0. Again, I know this card is special, and I wouldn't want you to change it, but I would at least change that effect.

OCG looks good, artwork is vey detailed. I like.

That's a little bit like Chaos Emperor Dragon's effect, though it's more balanced

not likely you'll burn your opponent more than 1500, so it should be fine

Yes, i appreciate your detailed comments.

As for once per duel, it is fair enough for me since it can both destroy and burn. So i wouldnt change it,

Why i choose permanent? So in order to keep this card useful when its MAJOR effect is activated. If i wouldnt make it permanent then this card is trash in the field, without able to attack.

I hope this is what you were going for, because the wording was a bit confusing. If the first effect is correct, it would be a better idea for the monster to have 0 ATK, since monsters with variable ATK effects tend to have 0 ATK by default.

I gave a 2/4 on OCG because your OCG was both outdated and confusing. However, it looked like you were trying, so I gave you effort points.

The picture looks okay, not bad, not good. It's alright, albeit being pixelated in some spots.

Unfortunately for you, I removed the "Uniqueness" portion of my review, since few people ever make "Unique" cards. However, this effect is quite interesting. If I still had a rating for uniqueness, you would've gotten a higher score.

At first, I thought this card was a little much. However, when my common sense kicked in, I thought otherwise. This card's highest possible starting ATK is 3500 (Raviel, Lord of Phantasms + Destiny Hero Dogma). That's perfectly fine, since running Raviel in a D-Hero deck simply for this purpose would be a horrible idea due to the possibility of a dead draw.

It's second effect has few targets:
- Change of HERO: Reflector Ray
- HERO Barrier
- HERO Blast
- HERO Counterattack
- HERO Signal

Which are all E. Hero supports.......so it's not helping you much unless you run an E./D. HERO hybrid deck. It's mass destruction effect seems a little much, though. I'd take out the burn damage. Its battle destruction immunity is alright. Its last effect is also fine, since cards that "target" are easily countered, and HERO monsters tend to have low ATK besides Fusions anyway, so you wouldn't gain much, even with the +300.

So, thinking about it, this card's only GOOD use is for field destruction, and that's limited. I actually wouldn't run this. It's to much effort to summon and maintain, honestly.[/center]

lololololol, you think that this card can rival Dragoon? Lets see, bad first effect (since nobody would want to banish D-HEROES from the Grave), bad searching effect (because even old-school D-HERO decks don't run the archtype trap cards), mediocre burn effect, okay battle protection effect, and a mandatory effect that doesn't even match with the point of the card, which is ATK reduction and gaining effects from it.

So yeah, this card wouldn't rival Dragoon in any way.

Happy late Birthday, thought id contribut to the goal of getting 19 comments, oh and the card, holy cow, at first i didn't know where it was going and then everything changed, plus, its not really overpowered, cause your bound to take damage while lowering his ATK. Thirdly, since you said the ATK lowering effect can only be used once per duel, the adding effect is great to help keep it useful, and finally, great pic. I rate 9/10

Idk about HEROS, the only one I remember is Elemental hero Clayman. lol (just a thought) do you think increasing the ATK by the level x300 would be better or worse than copying ATK +300? (plz don't change, just something to think about :3)
