This is actually not Skill Drain like. We're not talking about face-up monsters, we're talking about monsters in general, and we're [i]only[/i] talking about activating effects. This means basically 2 things:
1) Effects that activate in the Graveyard, RFP Zone or hand are [i]included[/i]. If this card is Level 5, your opponent can't use Honest, and Reborn Tengu will watch into a big pile of emptiness (note the ATK of exactly 1750... see what I did there?).
2) On the other hand, effects that don't activate (read: Continuous ones), such as Spirit Reapers effect that it can't be destroyed by battle, aren't affected by this, so that said Spirit Reaper still can't just be run over by this card.

If the first part is the case, then you've worded the card wrong. Almost certain it'd have to say that it includes the Graveyard, otherwise it would just imply that it targets the field only.

As for the effect... Could be better. Really could. I don't really see many people running it because of it being too much of a double-edged sword to be of any worth.

Thought about it, but I also wanted it to be able to run over the pesky Tengu, and a Level 3 Effect Monster with 1750 is a little bit of a overkill.

Do you know another card that does a similar thing?

Double-Edged sword indeed, but isn't that exactly the thing that makes it more interesting? It could work as an anti-Tengu measure in some decks, but most of them have better options to do the job (Anti-Meta has Fossil Dyna, T.G. has Skill Drain (while not as effective, it's way more consistent) and so on). So yes, it wouldn't see play at all, but could be still fun to toy around with :lol:

It would be fun to toy with, but... Eh. Might I suggest making the ATK 1850 instead of 1750? Could help the card a bit more.

Wattsquirrel [i]negates[/i] effects, which is usually only done on the field (see Skill Drain, Tour Guide and similar). This card doesn't allow the [i]activation[/i] of an effect (huge difference). A Sangan destroyed by Wattsquirrel will still activate it's effect, but resolves without any consequences. If this card destroys Sangan, it can't even activate. But within the meaning of the new "problem-solving card text", I'll clarify that... tomorrow or something, whenever I feel like it :P
100 more ATK... I don't think it does that much. I looked through the DN database for notable monsters with 1800 ATK:
- Shura
- Stratos
- Kizan
- Machina Gearframe
- Worm Xex
- Zombie Master

Okay, there are quite a few that are used in todays Meta... will think about it.
