Since I just missed my 1400th post, here's a card with 2800 ATK:

EARTH/???(Probably Warrior)/Transformation (i.e. summoned by [url="http://yugioh.wikia.com/wiki/Mask_Change"]Mask Change[/url])

Lore: If this card destroys an opponent's monster by battle, you can Special Summon 1 Level 4 or lower monster from your Deck.

There's quite a few things it can summon, and the ATK makes getting the effect fairly easy.

As a HERO player myself, this could definitely be a card worth running if it were ever released like this. It's effect is so good that it could warrant maining Earth Hero's. Infernal Gainer and Clayman can be used to bring him out and of those two I would say Clayman would be the better choice, due to being a handy 2K wall and also the synergy with Hero Blast. Special Summoning any level 4 or lower straight out of the deck is simply amazing, even if it was nerfed to be a level 4 or lower HERO.

HERO's already have enough blunt beatsticks as it is, they need effects.

Solely because of his attribute. He deserves a crap effect because of his interaction with the Dark monster pool, which is probably the most abundant in the meta. But outside of the omni heroes, hero's could use effects which are a little less bland. Also note Flash and how terrible he is.

Who said anything about taking anything from them? Almost all of the Hero Fusions have effects, all I'm saying is that it would nice if more of them in future did something other than change the ATK and DEF of monsters.

AND Rageki's your opponent's monsters when it leaves the field. Nothing wrong with ATK and DEF modification, but it's always nicer when something else accompanies it.

Using an alt does not make you cooler. It does not show how "clever" you are for "outsmarting the system". It causes no change in the size of your penis. Girls do not care how many alts you have.

That would still be TOO strong...basicly you can Spam Heroes stupidly

But what if it only recycles Level 4 HEROES from the Graveyard?

Will probably be nerfed to HEROes (since it's not an Elemental HERO, there's no reason for it's effect to be limited to such) at the very least, and I would expect not let them attack that turn.

I figured it's probably a Warrior, but Wikia doesn't list a type, and there's Plant and Pyro Elemental HEROes, even though they're warriors as well, so I erred on the side of only saying what is actually confirmed.
