Why is it assumed that if a player is loosing it automatically makes it a bad player?
This card helps a player recover a little in a Duel a lot more often than it is used to end it despite being equally usable for both actions. This is the type of card that a player usually saves until its needed.

Its not actually a bad card for the game. Probably the Dark Magician of Chaos and Magician of Fate combos were Monster Reborn's best days.

Some Decks even have more abusive revival nowadays (like Gottom's Emergency Call for X-Savers)

Any independent card is just as much of a threat no matter how many copies of it you are allowed to run. Being at 1 doesn't change what it does when you have it. The examples you gave are bad. Costless, generic, either players graveyard revival is clearly overpowered, and no it isn't considered 'ok', especially in a format ridden with broken monsters. It should be banned.

The format is the problem.

It's so screwed that having 1 Monster Reborn is not that bad.

...Personally, I think the heavy focus on archetypes and a few of the TCG exclusives are making the format bad, but I guess that's just me.

Yeah, no. Reborn's not a reason, at all, it's more EVIDENCE of how bad it is. Still banworthy, but NOT the problem, in any way, shape, or form.
