A great deck takes an amount of skill that most players don't have. It doesn't have to be the literal best, but it's the best for separating the incompetents from the competents. The problem is that your standards for best allow multiple decks to be able to be considered the best, whereas the best deck of the format should be determined based on how well it plays against the rest of the meta, how many different power plays they can make, and how well it can deal with game states.
