If the Opponent uses Warning/Judgment to stop a monster's Summon, you cant chain this.
[i]Unless[/i] you use something like Reborn -> They chain Judgment -> [i]Then[/i] this would make sense.
But even then, Tools would still do the job better.

I know that, same thing with SLR against your heavy.
IMO Tools is bad this format, since most top tier decks will run low traps count
