Shame that Wind's not the most used attribute ever, which makes it significantly worse than The Shining, Ab0 and Escu right off the bat, but it's good for stealing random things. Only time I've ever summoned this with my HEROes is when I stole a Mist Wurm with SuperPoly. Suppose it can also be made from a HERO and Debris, but that's about it. Yes, the shining and Abs Zero may be better, but if all you have a super poly, a useless card in hand, and an E-hero and all your Opponent has is a wind monster, why wouldn't you try to win with this card?
