It's obviously supposed to help OTKs, as it gives you a free path past their monsters and their S/Ts. The Wicked Avatar would be far better if it could only be Special Summoned by Tributing 3 monsters. Then you could at least do some more shenanigans with the Tengu you just Tributed.
