Now this is alright as long as Lagia is still called Evolkaiser. Two paths of evolution is awesome. But they translated Kaiser (Emperor in German) to Czar (Emperor in Russia). I hope that they just created to paths and there will be both an Evolkaiser and Evolczar. That said, I think that the double cost on this guy was not needed. This card is still bad ass though.
