Meh. Anyway, they wouldn't dominate, it would be solely a game of luck really. I assume that Anti-Meta and the mentioned would be the only decks, because yeah.

If Anti-Meta drew this card first, they win.
If the former decks drew Card of Safe Return first, they win.

It becomes the lucksack format.

That's not reruling, that's retraining a card and releasing it as another. Or an errata, if needed.

We established that within the first few seconds, probably.

I'd still prefer Royal Oppression at 1 than this at 3.

In fact, neither are good for the game though. It's just Konami has a bad design team, and they've only fixed the problems quite recently. And a bit too late.

For that matter, an errata is NOT a balancing tool. An errata is clarification or altering of the text so that how it works is much clearer, or mistranslations are fixed. Like how Neo Daedalus' original printing didn't make it a Nomi (it was SOOO good until they fixed that). But that wasn't an afterthought, that was an error in the TCG printing.
