To be fair some of them may have heard about the bill before the amendment was added to it. And I think you can see my gripe over "evidence". Evidence is supposed to be proven through a court system. However the one posted for the 2012 year does check out appropriately. And given the rest of the bill (which calls for decreased infantry etc spending and putting some of that money towards Military and Civilian Housing situations as well as funding stuff like the Navy while still having a decreased cost overall; and technical stuff involving those who happened to be detained), I'd have to disagree on the overall net negative part.
