It's bad. All you're doing is dealing 500 points of damage to your opponent (which isn't a lot, at all) and a free draw. Just not worth it. Remove the +1 draw effect for your opponent and, amp up the burn effect and remove the "You can only activate 1 "Mystic Ripple" per turn." clause from the card. Then it's maybe at least a little bit more playable then your version. But even then, nobody really is going to run it, because it's too situational and a waste of Deck space.

"Activate when 1 Set Spell/Trap Card your opponent controls is destroyed by a Spell/Trap Card effect you control and sent to the Graveyard: Inflict 500 damage to your opponent; your opponent draws 1 card. You can only activate 1 "Mystic Ripple" per turn."

^That has many flaws. Let's work on it.
-If what you are destroying ends up being a card that can be chained (like Jar of Greed), you won't get to destroy a Set card anymore, and this card will be dead in your hand for a while.

-What the first comment said is pretty presice. The purpose of MST is to shorten the resources of both sides in a way that tries to hurt your opponent more. You loose MST, opponent looses Mirror Force or something impactant like that, but your card will have you end up with less cards since you don't only loose the card you just finished playing, but you are making your opponent draw too. All for 500 damage.

-It's outclassed by these burn Spells:
Hinotama (500 damage), Final Flame (600), Black pendant (500 damage AND more ATK to a monster, and it will burn if you choose it with "Magical Hats"), Tremendous Fire (1000 damage, but it burns you for 500 in exchange), Meteor of Destruction (1000 damage, but your opponent must have more than 3000 Life left), Poison of the Old Man (either 800 damage to your opponent, or it makes you gain 1200 Life Points)
The list keeps growing,

-The part that inflicts damage in your card, because it's right before the semi-colon, it means it's a cost to activate the effect AFTER the semi-colon, which is your opponent drawing. Now I don't have a problem if that was your intention, but in case it wasn't, I'll re-word the card:

When 1 Set Spell/Trap Card your opponent controls is destroyed by a Spell/Trap Card you control and sent to the Graveyard: Inflict 500 damage to your opponent and your opponent draws 1 card. You can only activate 1 "Mystic Ripple" per turn.
Sooo yeah, there weren't that many OCG errors, but the card is underwhelming. I advice:
-Instead of the 500 burn, have it destroy a face-up monster, or have it return 1 random card from your opponent's hand to the Deck, or something a bit stronger than it is.
-Pretty much what the other post said (take out the "only one per turn" part, and the "your opponent draws" part, unless you are planning a strategy in which you want your opponent to have a lot of hand for some reason.
