After changing Tour Guide's position on the list, I've realized that this could be played in a non-broken fashion. At one it is too inconsistent and requires too much deck dedication to warrant it. When Konami knows that an Extra Pack is being released in OCG, they know they OCG has control of the banlist, so they decide to put in broken TCG Exclusives to keep up with complaints.
