No.

If a bad player uses a good deck, he/she won't know all the combos, moves, the way to play the deck, how to deal with X matchup, so it will be played sub-optimally and almost definitely lose more than it would in the hands of one who knows what they're doing.

Its more 65% money, 30% luck, 4% netdecking, and 1% knowing how to use the deck you netdecked.
