[center]Wind-up Zenmaighty provides a large advantage for the player and is a considerably broken card and makes wind-ups viable in competetive play. Rather than kill them outright, limiting their boss would tone down the loops whilst still giving them a reason to be played.[/center]

It wouldn't have even made a difference. I've never (personally) seen anyone use this with anything but Wind-Ups, except maybe Gilasaurus, but even then.

I think this could be @0 and you'd still have a competitive Deck that isn't stupid.

I like how it's generic. Josh Graham posted a really cool deck on DGz that uses Horn of the Phantom Beast and Wind-Up Rabbit at 3 and this was used with TGU to get Rabbits.

Then he sided into Wind-Ups.
